In conclusion, I trust that, in the event of negotiations for a treaty being resumed, tuis Government will be ariorded an opportunity of commenting on the text of any new draft, whether it originates from the Chinese or the British side. Conditions are ontinually changing, aud by the time one next draft turns up ze may have other views to put forward.
